Law Enforcement Call Natures and Definitions

10-40 DEATH INVESTIGATION Law enforcement investigation of a death.
10-42 Law enforcement meal break
10-44 The investigation of an unoccupied vehicle; excludes any of the calls as defined as suspicious activity.
10-45 Stopping a vehicle and investigating its occupants. This could result from a traffic violation or a vehicle matching a description allegedly involved in criminal or suspicious activity.
10-46 OUI/DWI Investigating the driver of a vehicle who is suspected of being under the influence of an intoxicating substance.
10-47 A non-injury traffic accident
10-47 REPORT Belated report of a non-injury traffic accident
10-47 A non-injury accident involving one or more vehicles AND one or more vehicles and/or subjects involved have left the scene.
IN PROGRESS In Progress calls are defined as someone involved in, or witness to, an incident that is actively occurring.
10-48 INJURY Law enforcement call for an injury accident when a patient is not pinned or trapped.
10-48 PINNED Law enforcement call for an injury accident when a patient is pinned or trapped
10-92 Actively taking property from another person, and the suspect is armed with a weapon, or claims to be armed with a weapon.
JUST OCCURRED Just Occurred calls are no longer in progress, occurred in the last 15 minutes; and/or a suspect is still believed to be in the area/vicinity.
REPORT Incidents that occurred longer than 15 minutes prior to receiving the call and there is no indication of imminent danger.
10-94 BOMB THREAT A threat received by any means (telephone, note, etc.) that an explosive device has been placed or will detonate.
10-95 FIGHT When the RP is involved or a witness to (happening right now) someone intentionally or recklessly causing bodily harm to another person; or, intentionally causing physical contact with another person when done in a rude, insulting or angry manner.
10-95 FIGHT WITH WEAPONS When someone intentionally or recklessly causes bodily harm to a person or, intentionally causes physical contact with a person when done in a rude or angry manner. AND a weapon is actively being used/mentioned/involved.
10-96 PROWLER Unlawful trespassing for the purpose of looking or peeping into any window, door, or other opening in a house, room, building or vehicle, or to loiter in a public street, alley, parking lot or other public place for the purpose of wrongful observing
10-97 Verbal altercation between family or household members that the caller is currently witnessing or involved in, with no indication of weapon involvement
10-97 BATTERY The caller is actively witnessing or involved in a physical altercation between family or household members. There should be no indication of weapon involvement
10-97 WITH WEAPONS The caller is actively witnessing or involved in a physical altercation between family or household members AND a weapon is actively being used/mentioned/involved in the disturbance
10-99 JAIL BREAK Escape from any correctional facility or from the lawful custody of a law enforcement officer, but the escapee or associates of the escapee are no longer in the area and/or just left.
48 HR PARKING A scheduled call for an officer to revisit a vehicle that has been marked and or cited for parking in violation of city ordinance.
911 HANG UP A 911 call received by emergency communications that is terminated by the caller, either after dialing or after Emergency Communications has answered, and the is no audible indication of an emergency or violence.
ABDUCTION/KIDNAPPING In progress report of a suspect actively holding or taking a person against their will.
ADMINISTRATIVE Self-initiated by a deputy/officer who is performing an administrative duty. The requesting unit will need to indicate if they are going to be available or not available to take calls for service.
ADULT WELFARE CHECK Request to check the well-being or safety of an adult
ALARM Any alarm that is not defined by any other alarm code.
ALARM-AUDIBLE Any type of audible alarm (vehicle, residence, business) reported by a resident or other citizen. (Not called in by an alarm company)
ALARM-HOLD UP A business or residential hold up alarm called in by an alarm company that monitors said business or residence.
ALARM-INTRUSION A business or residential (burglary or intrusion alarm) called in by an alarm company that monitors said business or residence.
ALARM-PANIC A business or residential panic alarm called in by an alarm company that monitors said business or residence. This can also include vehicle emergency button activations called in by OnStar.
ALCOHOL COMPLAINT Mostly self-initiated, but can be used if a caller wants to report underage drinking, etc.
AMBER ALERT Amber alert attempt to locate information received from an outside agency that is aired and logged into Spillman.
ANIMAL AT LARGE Any report of a loose, domesticated animal that needs to be picked up and taken to The Humane Society.
ANIMAL-BARKING Barking dog complaint.
ANIMAL-CAUGHT An animal that has been caught by someone other than the owner that needs to be picked up by Animal Control.
ANIMAL-DEER Any deer-related animal call, excluding an accident in which the vehicle is still on scene.
ANIMAL-INJURED Any animal that has been injured and needs immediate attention from ACO or law enforcement.
ANIMAL-INVESTIGATION Any other animal call that is not defined by the other codes. Includes, but not limited to: citations and 10-21 requests
ANIMAL VICIOUS Any animal that is perceived as threatening to a person, persons or another animal.
ANIMAL WELFARE CHECK An animal that is in imminent danger; includes but not limited to an animal contained in a very hot or cold vehicle or an animal hanging by its collar
ATL An attempt to locate for a person or vehicle that is aired and logged in CAD – commonly used for speeding/reckless drivers where continuous updates are not given by the reporting party.
AUTO BURGLARY Report of a theft from a vehicle.
BAR CHECK Checking any drinking establishment, licensed to sell liquor or cereal malt beverages, for a license violation or minor(s) in possession.
BAR CLOSING Self-initiated officer activity relating to the closing time of any drinking establishment.
BATTERY Someone intentionally or recklessly causing bodily harm to another person; or, intentionally causing physical contact with another person when done in a rude, insulting or angry manner (not in progress)
BLASTING PERMIT Administrative call for logging a blasting permit into Spillman for a specific address, or approximate location.
BOATING ASSIST A boater needing assistance rendered.
BOMB/EXPLOSIVE An explosive device or component has been found.
BUILDING/RESIDENCE CHECK Mostly self-initiated. A check of a building, residence or property as a result of something new that appears unusual or out of the ordinary.
BURGLARY ATTEMPT REPORT Belated report for someone attempting to knowingly and without authority enter into any business, residence, dwelling or vehicle to commit a crime. Vehicle reports can be handled by Teleserve if the RP does not have suspect information
BURGLARY A subject knowingly and without authority entering into or remaining within any business, residence or dwelling with the intent to commit a crime.
CHILD OUT OF CONTROL A child or juvenile, under the age of 18, who is being violent or potentially violent to themselves or others; being verbally noncompliant; or refusing to obey instructions and/or orders.
CHILD WELFARE CHECK Request to check the well-being or safety of a child.
CIVIL PROCESS SERVICE Service of any court document, other than a warrant, by law enforcement.
CIVIL STANDBY/PRESERVE THE PEACE Request for law enforcement to stand-by at a location to deter a potential conflict and preserve the peace, including: child custody exchanges, vehicle repossessions and property retrieval.
COMMERCIAL VEHICLE INSPECTION Stopping and inspecting a commercial vehicle.
COMMUNITY ENGAGEMENT Self-initiated by LPD when officers are actively engaging member(s) of the community not related to a call for service
CONTROLLED RELEASE Administrative call for logging a scheduled, controlled release of hazardous and/or nonhazardous material.
CONTROLLED BURN Administrative call for logging a burn for a specific address or approximate location.
CRIMINAL DAMAGE The intentional damage, mutilation, defacement and destruction of property in which another person has an interest without the consent of other such person
CRIMINAL THREAT Any threat to commit violence communicated with intent to terrorize another. Excludes calls as defined by BOMB THREAT, HARASSMENT and ROAD RAGE COMPLAINT.
DEATH NOTIFICATION Request from another agency for law enforcement to deliver a death notification message. Must be received via teletype.
DELIVER MESSAGE Request from a citizen or other agency for law enforcement to deliver a message. Excludes calls defined by DEATH NOTIFICATION.
DIRECTING TRAFFIC Directing and controlling the flow of traffic resulting from a problem with a traffic light/sign, a special event or a natural disaster.
DISTURBANCE WITH WEAPONS Subject(s) who appear angered and causing a verbal disturbance WITH an indication of weapon involvement. If the disturbance becomes physical the call should be reclassified to the most appropriate call type.
DISTURBANCE Subject(s) who appear angered and causing a verbal disturbance with no indication of weapon involvement. If the disturbance becomes physical, the call should be reclassified to the most appropriate call type.
DRUG ACTIVITY The illegal cultivation, possession, sale or use of any drug or drug paraphernalia or any suspected drug related activity
DRUNK/RECKLESS DRIVER Report of an intoxicated driver, or of driving in a willful or wanton disregard for the safety of persons or property.
EXPLOSION Any explosion that just happened or is currently happening and that DOES NOT require medical attention.
FIRE DEPARTMENT ASSIST Any fire/medical request, typically by the incident commander, for law enforcement to respond to their location where no corresponding law enforcement call already exists
FIREWORKS Illegal use of fireworks.
FISH & GAME Any wildlife, hunting or fishing call that includes, but is not limited to: catch limit check, illegal catch/trap investigation, license / permit check, poaching investigation and wildlife count.
FOLLOW-UP INVESTIGATION A law enforcement officer conducting a followup investigation and either remains available or not available for calls for service.
FORGERY The creation, alteration or endorsement of any written instrument belonging to one person by another person and without the authority of such person.
FOUND PROPERTY Lost, mislaid or stolen property that has been found or recovered (not including vehicles).
GAS DRIVE OFF Failing to submit payment for fuel at a gas station and departing.
GUN CHECK Checking the area around any drinking establishment specifically for weapons, including checking of vehicles in the parking lot.
GUNSHOTS FIRED/HEARD The sound of gunshots with no visual confirmation
HARASSMENT REPORT Making any comment which is: 1. Obscene; 2. Made with intent to abuse any person at the called number; or 3. Making or causing the telephone of another to ring repeatedly, with intent to harass any person at the called number
HIT CONFIRMATION Call for logging/handling the receipt and confirmation of an NCIC hit confirmation request on any person or property entered into NCIC
INDECENT EXPOSURE Any person who willfully exposes his or her person or private parts in any public place, or from any place which can reasonably be viewed from a public place.
INFORMATION Administrative call used to log information into Spillman.
LARGE PARTY A large party or event involving any of the following complaints / violations: ALCOHOL/LIQUOR COMPLAINT, LITTERING, NOISE COMPLAINT, NUISANCE COMPLAINT, PARKING VIOLATION.
LAW COURT Self-initiated by LPD when a sworn officer is in court while on duty or when the officer is in uniform or using a department vehicle. May also be used when attending court off duty at the officer’s discretion.
LAW TRAINING Self-initiated by LPD when they are attending department training or training held within the county whether on or off duty. Also used for mini academy and may be used by instructors when training recruits.
LE MUNICIPAL TRANSPORT A transport called in by Lawrence Municipal Court when an inmate needs picked up from the jail and taken to Municipal Court.
LE TRANSPORT Self-initiated by an officer to transport confined subjects to another location. For example, to a doctor’s appointment, to the hospital or to another jail.
LINE TRACE Used to log line trace information, generally from calls received from Headquarters Counseling Center when they have report of a suicidal subject and they do not have a location of the person.
LITTERING The intentional or reckless depositing of any object or substance in any public place or private property without consent of the owner or occupant.
LOST PROPERTY Report of lost or mislaid property, can be handled by RST in Lawrence.
MISSING ADULT A person, over the age of 18, who is reported to be missing regardless of the circumstances. Excludes calls as defined by ABDUCTION.
MISSING CHILD A child or juvenile, under the age of 18, who is reported to be missing regardless of the circumstances. Excludes calls as defined by ABDUCTION and RUNAWAY.
MOTORIST ASSIST A motorist needing assistance rendered.
MUNICIPAL COURT WARRANT SERVICE COOPERATIVE Request from Lawrence Municipal Court to pick up a person who is being remanded to jail or issued a warrant of arrest – where the person is cooperative.
MUNICIPAL COURT WARRANT SERVICE UNCOOPERATIVE Request from Lawrence Municipal Court to pick up a person who is being remanded to jail or issued a warrant of arrest – where the person is uncooperative.
NOISE COMPLAINT/LOUD MUSIC To make, continue, maintain or cause to be made or continue any excessive, unreasonable or unusually loud noise
NUISANCE COMPLAINT To make, continue, maintain or cause to be made a nuisance to any individual. Should not be used if the subject is trespassing on private property, causing damage or if any other call type is more appropriate.
OPEN DOOR Any open door to a residence, business, dwelling or vehicle. Normally called in by someone other than the owner of the property.
PARKING VIOLATION The investigation of any stationary vehicle that is in violation of an ordinance or that has generated a complaint or concern due to the placement or condition of the vehicle.
PEDESTRIAN CHECK Investigation of a subject(s) on foot.
PRIVATE TOW A request to have an unauthorized vehicle towed from private property. Used by all agencies with the exception of Lawrence Police Dept.
REPORT WRITING Law enforcement performing duties related to report preparation and submission and remains available, unless otherwise specified, for calls for service.
REPOSSESSION Administrative call for logging the repossession of a vehicle
RSO A request to speak to law enforcement that cannot be classified under any other call type.
RST (PHONE, WALK-IN, MOBILE) LPD only. All persons who report in person to LPF for a report and all requests to speak with an officer over the phone should be referred to RST if on duty.
ROAD CLOSING Administrative call for logging road closings into CAD.
ROAD RAGE IN PROGRESS Report of an aggressive driver who is driving with willful and wanton disregard for the safety of the reporting motorist/victim and other motorists.
ROADWAY OBSTRUCTION Any debris in a lane of traffic that constitutes a hazard to motorists.
RUNAWAY A child or juvenile, under the age of 18, who is presumed to be missing of their own free will.
SEX CRIME The sexual violation of a person without consent, or informed consent depending on the mental capacity of the victim, with the intent to arouse or satisfy the sexual desires of the offender.
SHOOTING The unlawful discharge of a firearm, either accidental or intentional, towards a person or property where a person is present and resulted in personal injury.
SHOPLIFTER COOPERATIVE A person who has been caught shoplifting and is being cooperative while being detained by store personnel.
SHOPLIFTER UNCOOPERATIVE A person who has been caught shoplifting and is being verbally and/or physically combative while being detained by store personnel.
SIGNAL 4 ATTEMPT A person who is attempting or has attempted suicide. AT (add type) should be used to create a medical call to reflect the nature of the attempt.
SIGNAL 4 THREATS A person who is making suicidal threats. The person may or may not have given a means.
SOLICITORS Seeking to obtain orders for the purchase of goods, wares, merchandise, foodstuffs, or services of any kind, or seeking to obtain subscription to books, magazines, periodicals, newspapers and every other type or kind of publication.
SOUND OF EXPLOSION The sound of an explosion with no visual confirmation.
SPECIAL ASSIGNMENT A law enforcement assignment for non-patrol activities.
STABBING The accidental or intentional stabbing of a person with any device designed, modified or that can be used to cut, puncture or penetrate, resulting in personal injury.
STOLEN VEHICLE The intent to deprive the owner permanently of the possession, use or benefit of the owner’s motor vehicle.
STOLEN VEHICLE RECOVERED Recovery of a vehicle that has been reported stolen to any agency. If there is a suspect on scene, two units should be dispatched to the call.
STOP ARM VIOLATION Report of a vehicle that failed to stop for an activated bus stop arm.
STRONG ARM ROBBERY Theft of property from a person by a suspect who does not have/use weapons and who causes or threatens bodily harm
SUSPICIOUS ACTIVITY WITH WEAPONS An event where the actions and/or behavior of a person, who is reported to be armed with a weapon, appear suspicious and could potentially result in the commission of a crime.
SUSPICIOUS ACTIVITY An event where action, behavior or location of a person or vehicle that appears suspicious and which may potentially result in the commission of a crime.
THEFT An incident where a suspect deprives the owner permanently of the possession, use or benefit of the owner’s property.
TOW LIST Administrative call to log vehicle registration, description, date, time, and tow company used on private property where authority has been granted by LPD to the property owner to have vehicles towed without an officer investigating it beforehand
TRAFFIC ENFORCEMENT Law enforcement monitoring and enforcing traffic ordinances in a specified area.
TRESPASSING Request to remove subject(s) from private properties who do not have permission to be on the property; removal of subject(s) must be requested by a responsible party for the property.
UNKNOWN EMERGENCY Any unidentifiable situation where there is an indication that an emergency exists and an immediate law enforcement response is warranted
WANTED PERSON Information is received indicating that a person is at a specific location within the boundaries of Douglas County and: (1) a valid/servable warrant exists on said person, or (2) said person is wanted for questioning by law enforcement.
