Was the NEP working for the urban workers

Was a limit on the number of hours someone could work a day set? Yes. Urban workers could work up to 8 hours per day.
Did the workers have representation? Yes. Trade Unions represented them.
Did the Unions support the Government? Yes. They did usually.
What was the rate of employment or unemployment like? There was high unemployment due to lack of money to invest in State run factories.
Were women employed? No. Women were unemployed and on the streets.
Was there slum housing? Yes. They were over crowded.
Was there a low crime rate in the cities. No. The crime rate in the cities was high.
