Was the NEP working for the peasants?

Did grain supply increase? Yes.
Did the fear of famine increase? No. Fewer people were concerned about famine under the NEP system.
Was more grain reaching the market? Not much more than previously. This is because the peasants still used slow farming methods, after 1917 land shares were smaller and they ate most of it instead of selling it at the market. Peasants hid their product to avoid requisitioning.
What sort of tax did peasants have to pay? It was now a money tax. Before the tax was paid by handing over grain. Peasants had to sell at lower prices to the state and more to pay the money tax.
