Local Government

QuestionAnswer
County A subdivision of the state set up to carry out certain government functions
Board of Commissioner The elected governing body for the counties
Ordinance A bill or local law
County administrator Receives policy directions from county commissioner
County seat the city or town where the county government is located
Municipality A city with its own government
Major-council form A form of municipality government where voters elect a major and a city council
figurehead A person who is head of an organization but has no powers
Strong-mayor system headed by the mayor who serves as city chief executive and the city council who serve as cities legislative body
Council-manager form A form of municipal government in which voters elect a city council, which hires a city manager responsible for day-to-day operations of the city
Commissioner form A form of municipal government in which voters elect commissioners, each whom is the head of a department within city government
Special-purpose district a form of local government created for a single job single group of tasks
Ad Valorem tax a tax on real and personal property that is imposed on the properties fair market value
User fees An amount paid by citizens for service such as garbage collection or water and sewage service
General Local Option Sales Tax a countrywide sales tax added onto added onto and collected at the same time as the state base sales tax
Special Purpose Local Option Sales Tax a tax imposed over a five year time period in order to finance specific local improvement projects such as roads and bridges
Bond issue A way for local governments to raise money for public project; the amount raised by the bonds must be repaid with interest
Urban Area Defined as a city with a population over 2,500 or a city and its surroundings area with over 50,000 residents
Rural Area defined as a town or community of less than 2,500 people
Metropolitan Area A central city of over 50,000 residents or a city and its surroundings counties with total population of 100,000 or more
Urban Sprawl The generally unplanned and uncoordinated growth around an urban area
Resolutions A firm decision to do something or not to do something
Incorporated formed into a legal corporation
Charter A legal document that grants special rights and privileges
City Manager An appointed official who directs the administration of a city
Consolidation The union of two or more claims or action at law for trial or appeal
