Terminology

Why are governments necessary? They make laws
Judicial Government Decides if laws have been broken. For example, Kennith was playing with a paper boat at the beach, but he is distracted at his boats travels so far he can not reach it. He is taken to court(the judicial system) and a judge decides if he broke the law.
Executive Government Carries out laws, the President's Role. For example,the President says throwing paper products in the ocean counts as trash and anyone who breaks this law will pay the consequences.
Legislative Makes laws. For example. Legislation/Congress says no one can throw trash in the ocean
