An act, procedure, or occurrence that is not in accordance with a convention or other mandatory instrument, or its operational annex. Contravention
The process of taking action to ensure that the ship, its equipment, and its cargo meet applicable convention standards. Port State Control
A ship whose hull, machinery, equipment, or manning, such as for lifesaving, radio, firefighting, pollution prevention, or operational safety, are substantially below the standards. Substandard Ship
