Legislative Branch

| Legislative Branch | branch of government that creates laws |
| Bicameral legislature | a lawmaking branch that has two chambers (e.g. the two houses of Congress, the Senate and the House of Representatives) |
| President pro tempore | the person who presides over the Senate when the Vice President is not present |
| Speaker of the House | the leader of the U.S. House of Representatives |
| Majority Leader | Leader of the political party with the majority of the members |
| Minority Leader | Leader of the political party with the fewer number of members |
| Apportionment | Distribution of representatives among the states based on the population of each state |
| Appropriations | funding that must be authorized by Congress for any federal spending |
| Standing committee | permanent committee that focuses on specific subject areas and meets every session of Congress |
| Special (select) committee | a committee that is formed to examine and report on a specific bill or issue |
| Conference committee | A temporary committee, composed of House and Senate conferees which is formed for the purpose of reconciling differences in legislation that has passed both chambers. |
| Delegated/Enumerated/Expressed powers | the powers specifically assigned to the federal government under the U.S. Constitution |
| Implied powers | powers not written in the U.S. Constitution but are necessary in order for the federal government to carry out the delegated powers |
| Elastic (necessary & proper) Clause | the power of Congress to pass all laws they deem necessary for carrying out its delegated powers |
| Concurrent powers | powers shared by the national, state, and/or local government |
| Impeach | to bring formal charges of wrongdoing against a public official |
| Bill | a proposal for a law |
