Legislative Branch

TermDefinition
Legislative Branch branch of government that creates laws
Bicameral legislature a lawmaking branch that has two chambers (e.g. the two houses of Congress, the Senate and the House of Representatives)
President pro tempore the person who presides over the Senate when the Vice President is not present
Speaker of the House the leader of the U.S. House of Representatives
Majority Leader Leader of the political party with the majority of the members
Minority Leader Leader of the political party with the fewer number of members
Apportionment Distribution of representatives among the states based on the population of each state
Appropriations funding that must be authorized by Congress for any federal spending
Standing committee permanent committee that focuses on specific subject areas and meets every session of Congress
Special (select) committee a committee that is formed to examine and report on a specific bill or issue
Conference committee A temporary committee, composed of House and Senate conferees which is formed for the purpose of reconciling differences in legislation that has passed both chambers.
Delegated/Enumerated/Expressed powers the powers specifically assigned to the federal government under the U.S. Constitution
Implied powers powers not written in the U.S. Constitution but are necessary in order for the federal government to carry out the delegated powers
Elastic (necessary & proper) Clause the power of Congress to pass all laws they deem necessary for carrying out its delegated powers
Concurrent powers powers shared by the national, state, and/or local government
Impeach to bring formal charges of wrongdoing against a public official
Bill a proposal for a law
