majority party | the group that has more than half of the members in congress |
minority party | the group in congress that have less than half the members in congress |
seniority | years of service, those who have been in Congress longest |
expressed powers | enumerated, (clearly listed in Article 1 of the Constitution), powers |
implied powers | because of Clause 18, (the elastic clause), Congress has the power to stretch its powers to meet new needs |
regulating | managing |
impeach | accuse officials of misconduct in office |
writ of habeas corpus | court order that requires police to bring a prisoner to court to explain why they are holding a person |
ex post facto laws | laws that make an act a crime after the act has been committed |
lobbyists | people hired by private groups to influence government decision makers |

casework | help for people and/or states that request help when dealing with the federal government |
pork-barrel projects | government projects and grants that primarily benefit the home district or state of the congressperson |
joint resolutions | formal statements expressing lawmakers' opinions or decisions which are passed by both houses of Congress that can become laws if signed by the president |
special-interest groups | organizations made up of people with common interests |
filibuster | when a congressperson "talks" a bill to death |
cloture | when no one can speak for more than an hour |
voice vote | "Yea" or "No" |
standing vote | all in favor stand to be counted |
roll-call vote | respond with "aye" or "no" when their name is called |
veto | president refuses to sign a proposed law |
pocket veto | president kills proposed legislation by doing nothing for 10 days and letting congress adjourn |
