Federalism A system in which power is divided between the national and state governments
Unicameral One-house legislature
Delegated Powers Powers specifically given to the federal government by the US Constitution
Bicameral Two house legislature
Expressed Powers powers directly stated in the constitution
Lieutenant Governor A state official second in rank to the governor
Implied Powers Powers inferred from the express powers that allow Congress to carry out its functions.
Special Session a meeting to deal with some emergency situation
Reserved Powers Powers given to the state government alone
Concurrent Powers powers shared by the national and state governments
County normally the largest political subdivision of a state
Supremacy Clause Article VI of the Constitution, which makes the Constitution, national laws, and treaties supreme over state laws when the national government is acting within its constitutional limits.
County Board the governing body of most counties
Enabling Act An act directing the people of the territory interested in becoming a state to frame a proposed state constitution
Zoning Code a rule that specifies how land in particular parts of a city or county can be used
Federal Grant a sum of money given to a state or local government for a specific purpose
Municipality an urban unit of government chartered by a state
Mandate a formal order given by a higher authority
Ordinance a law at the local level
Restraint an act that limits a state's ability to regulate an area
Township a unit of local government found in some states, usually a subdivision of a county
Preemption the federal government's ability to take over a state government function
Town Meeting a meeting called by an elected official to get input from his or her constituents
Extradite to return a fugitive who flees across states lines back to the original state.
Direct Democracy A form of government in which citizens rule directly and not through representatives
Interstate Compact An agreement among two or more states.
Special District a local government that is restricted to a particular function
Public Policy A choice that government makes in response to a political issue. A policy is a course of action taken with regard to some problem.
Mass Transit System public transportation (buses, subways, etc.) that carries many people through urban and suburban areas
Sunset Law a law that requires periodic checks of laws or of government agencies to see if they are still needed
Sunshine Law a law prohibiting public officials from holding meetings not open to the public
States' Rights Position a position that favors state and local action in dealing with problems
Nationalist Position a position that favors national action in dealing with problems
