cloture A procedure used in the Senate to limit debate on a bill
conference committee special joint committee created to reconcile differences in bills passed by the House and Senate
constituency the people and interests that an elected official represents

discharge petition a device by which any member of the House, after a committee has had the bill for 30 days, may petition to have it brought to the floor
divided government Governance divided between the parties, especially when one holds the presidency and the other controls one or both houses of Congress.
earmarks Special spending projects that are set aside on behalf of individual members of Congress for their constituents.
filibuster a tactic for delaying or obstructing legislation by making long speeches
gerrymandering Process of redrawing legislative boundaries for the purpose of benefiting the party in power.
House Rules Committee The committee in the House of Representatives that reviews most bills coming from a House committee before they go to the full House.
logrolling An agreement by two or more lawmakers to support each other's bills
politico Lawmaker who attempts to balance the basic elements of the trustee, delegate, and partisan roles
president pro tempore a high-ranking senator of the majority party who presides over the US Senate in the absence of the vice president.
select committees Congressional committees appointed for a limited time and purpose.
standing committees permanently established legislative committees that consider and are responsible for legislation within a certain subject area
trustee An official who is expected to vote independently based on his or her judgment of the circumstances; one interpretation of the role of the legislator.
