What is the house like on opening day? Lots of organizational issues, chooses speaker
What is the senate like on opening day? No organizational issues, 1/3 of the seats up for election
What is the State of the Union Address? Presidential speech delivered to joint session (house and senate together)
What is the Constitutional Command? President's State of the Union message; addresses U.S. policies
What is a Party Caucus? A closed meeting of members of each party in each house (deals with party organization)
What are the Whip Duties? Checks with party members to count how many votes and who will vote in a particular matter
Who is the President Pro Tempore? The longest serving member of the majority party in senate
What do the committee chairpersons do? Divides the workload
How is a committee chairpersons chosen? Seniority rule
What happens if the President leaves a bill alone for 10 days? It becomes law
What is the rules committee? Traffic cop; In the senate, majority floor leader controls
Where do most bills die? In committee
What is it called when a bill dies in committee? Pigeonholded
What is a rider? Attached to a bill, deals with unrelated matters in bill so it will get passed
What is a quorum? The majority of full membership (218); must be present to do business
What is a discharge petition? Forces a bill that has been in committee onto the floor for consideration
What is a joint resolution? Used by congress to propose a constitutional amendment
How does a bill become a law? Goes through the house, then the senate, then goes to the president.
