Civics Today ch. 7 executive branch

| executive order | a rule or command given by the president that has the force of law [sometimes temporary to deal with an immediate situation] |
| pardon | declaration of forgiveness and freedom from punishment given to an individual |
| reprieve | an order to delay a person's punishment [or sentence] until a higher court can review the case |
| amnesty | a pardon [declaration of forgiveness from punishment] given to a group |
| foreign policy | relationships the USA has with outher countries |
| national security | the ability to keep the country safe form attack or harm |
| executive agreement | an agreement between the president and a leader from another country |
| ambassador | a representative from the USA living and working in another country to represent the USA's interests abroad |
| trade sanctions | efforts to punish another nation by imposing trade barriers [like an import tax] |
| embargo | an agreement among a group of nations that prohibits them from trading with a target nation |
| cabinet | a group of presidential advisers that includes the heads [leaders] of 15 executive departments |
| federal bureaucracy | the agencies and employees of the executive branch [civil servants] |
| independent agencies | other agencies in the executive branch that are not a part of the cabinet [ 3 types executive, government corporations and regulatory comissions] |
| government corporations | like private businesses except the government owns and operates them [not for profit], the post office is an example |
| political appointees | people the president has chosen because of their support of the president's political campaign [their job usually ends when their president leaves office] |
| civil service workers | people with permanent employment through the civil service system to work for the government [clerks, doctors, lawyers] |
| civil service system | the practice of hiring government workers on the basis of open, competitive tests and their merit [not political appointees] |
| spoils system | a system that gave jobs to people as a reward for their political support [ended by the Pendleton Act in 1883] |
| merit system | hiring people based on their qualities/education and not because they paid a favor to a politician |
| chief diplomat | the duty of the president to direct foreign policy |
| chief executive | the duty of the president to carry out the nation's laws |
| commander in chief | the duty of the president to be the leader of the armed forces |
| legislative leader | the duty of the president to suggest bills and make speeches in support of bills and meet with sentaors and representatives to help persuade them to pass a bill |
| head of state | the role of the president to be the living symbol of the nation by greeting foreign leaders and carry out ceremonial functions like giving out medals |
| economic leader | the role of the president to try and help the economy prosper |
| party leader | the role of the president as the leader of his/her political party, giving speeches to support fellow party members who are running for office and raising money |
