Legislative Terminology

TermDefinition
Astroturf Lobbying Strategy used by lobbyists to simulate authentic "grassroots" movements within the congressional district, state, or nation
Caucus Congressional association based upon party interest, constituency or social group (i.e., gender, race, ethnicity)
Conference Committee Congressional delegation whose job is resolve any differences which exist in similar bills passed by majority vote in both the House and the Senate
Constituents People who live in the district who are represented by an elected government official
Earmarks Riders attached to a bill, also called "porkbarrel" legislation, which provide benefits to a member of Congress' home district in order to persuade them to vote for or against a particular piece of legislation
Ideology Values and benefits (Liberal/Conservative). Factor that influences how a member of congress might vote
Line-Item Veto Power of the President to strike down an individual spending item in the federal budget proposed by Congress. The Supreme Court has determined that this use of Executive Power is unconstitutional.
Logrolling Reciprocal voting agreement by Congressmen (You vote for my bill, I vote for yours)
Oversight Power of Congress over Federal agencies to ensure that programs authorized by statute (law) are being implemented properly (effectively and efficiently)
President Pro Tempore Honorary Senate position offered to the most senior Senator from the majority. 4th in line for the Presidency
Speaker of the House Leader of the House of Representatives with the responsibility to assign bills and individual Congressmen to committees. Chosen from the majority party in the House
Senate Majority Leader Leader of the US Senate with the responsibility to assign bills and individual US Senators to Committees. Chosen from the majority party in the US Senate
Whip Assists Speaker and Senate Majority Leader to influence members to vote to support the positions of the political party leadership
