| electoral college | The people chosen to cast each state's votes in a presidential election. Each state can cast one electoral vote for each senator and representative as it has. |
| bully pulpit | The president's use of his prestige and visibility to guide or enthuse the American public. |
| veto message | A message from the president to Congress stating that he will not sign a bill it has passed. Must be produced within 10 days of the bill's passage. |
| pocket veto | A bill fails to become law because the president did not sign it within 10 days before congress adjourns. |
| line-item veto | An executive's ability to block a particular provision in a bill passed by the legislature. |
| signing statement | A presidential document that reveals what the president thinks of a new law and how it ought to be enforced. |
| pyramid structure | A president's subordinates report to him through a clear chain of command headed by a chief of staff. |
| circular structure | Several of the president's assistants report directly to him. |
| ad hoc structure | Several subordinates, cabinet officers, and committees report directly to the president on different matters. |
| cabinet | The heads of the 15 executive branch departments of the federal government. |
| legislative veto | The authority of Congress to block a presidential action after it has taken place. The Supreme Court has held that Congress does not have this power. |
| impeachment | Charges against a president approved by a majority of the House of Representatives. |
| executive order | A rule or regulation issued by the president that has the effect of law. |
| executive privilege | The right of executive officials to withhold information from or refuse to appear before a legislative committee. |
| pardon (power) | A release from the punishment for or legal consequences of a crime. |
| amnesty (power) | Judicial power of president; an official pardon for a group of people who have violated a law or policy. |
| Executive Office of The President (EOP) | An organization established by President Franklin D. Roosevelt to assist the president in carrying out major duties. |
| Council of Economic Advisors | A three-member body appointed by the president to advise the president on economic policy. |
| National Security Council (NSC) | An agency in the Executive Office of the President that advises the president on national security. |
| Office of Management and Budget | The organization responsible for preparing the federal budget and for central clearance of legislative proposals from federal agencies. |
| White House staff | The personal office of the president, which tends to presidential political needs and manages the media. |
| impoundment | The refusal of the president to spend money appropriated by Congress; limited in the Budget Reform Act. |
| Presidential coattails | These occur when voters cast their ballots for congressional candidates of the president's party because they support the president. |
