| Federalism | A system of government in which a written constitution of government on a basis between a central, or national government |
| Division of powers | Assigning certain powers to the national government and the states |
| Delegated powers | Has powers granted to it in the constitution |
| Expressed powers | Found directly within the constitution |
| Implied powers | Not expressly stated in the constitution, but are reasonably suggested, or implied by, the expressed powers |
| Inherent powers | The government of a sovereign state within the world community |
| Reserved powers | Those powers that the constitution does not grant to the national government |
| Exclusive powers | Powers that can be exercised by the national government alone |
| Concurrent powers | Those powers that both the national government and the states possess and exercise |
| Grants-in-aid programs | Grants of federal money to states and other local units |
| Revenue sharing | An annual share of federal tax revenues to the states and their local governments |
| Categorical grants | Specific purposes to regulate the use of funds |
| Block grants | Portions of money allocated to states with fewer strings attached |
| Project grants | Provided to states that apply for them |
| Interstate compacts | Agreements among themselves and with foreign states |
| Full faith and credit clause | States recognize the laws, documents, and court proceedings of the other states |
