Principles of the Constitution
| Term | Definition |

| Necessary & Proper Clause (AKA The Elastic Clause) | clause in Article I, Section 8 of the Constitution that gives Congress the right to make all laws "necessary & proper" to carry out its expressed powers |
| Popular Sovereignty | the notion that power lies with the people |
| Rule of Law | principle that the law applies to everyone, even those who govern |
| Separation of Powers | the split of authority among the legislative, executive, and judicial branches |
| Checks & Balances | a system in which each branch of government is able to check, ore restrain, the power of the others |
| Flexibility | idea that the Constitution would need to be able to work in a changing world and therefore would need to be an amendable document with more than one interpretation. |
| Expressed Powers | powers that Congress has that are specifically listed in the Constitution |
| Reserved Powers | powers that the Constitution does not give to the national government that are kept by the states. |
| Concurrent Powers | powers shared by the state and federal governments |
| Implied Powers | powers that Congress has that are not stated explicitly in the Constitution |
| Suffrage | the right to vote |
| Federalism | a form of government in which power is divided between the federal, or national, government and the states. |
