What are the three (3) purposes of the committee system we learned about in Chapter 5? The three (3) purposes are: 1.) Allows workload to be divided among all Congress members; 2.) Committees select the few Bills that are to receive further consideration; 3.) Helps the public learn about important issues. (Pg. 141)
What are "standing committees"? Give one (1) example of a "standing committee". These are committees that continue from one (1) Congress to the next. One (1) example is the House Rules Committee. (Pgs. 142 & 143.)
What are "joint committees"? Give one (1) example of a "joint committee". These are committees made up of members from both the House of Representatives and the Senate. They can be either temporary or permanent. One (1) example is the Joint Committee on Printing. (Pg. 143)
What are the three (3) ways that membership in a Congressional committee can ". . .help strengthen a member's career. . ."? 1.) Can increase a lawmaker's chances for reelection; 2.) Can mean the lawmaker will be able to influence national policy; 3.) Can allow a member to exert control over other lawmakers (EX: the House Rules Committee). (Pg. 144)
What is the "seniority system"? This is the unwritten rule in Congress that guides the selection of committee chairpersons. This system gives the member of the majority party with the longest uninterrupted service on a committee the leadership of that committee. (Pg. 145)
What are "select committees"? These are temporary committees that are created to study one (1) specific issue & report their findings to the Senate or the House. (Pg. 142)
What is a "conference committee"? These are temporary committees that are created if the House and Senate pass different versions of the same Bill. It is made up of members of the House & Senate & its purpose is to resolve the differences between the 2 versions. (Pg. 144)
Where are the legislative powers of Congress - known as "expressed powers" - located in the Constitution? These powers are listed in Article 1, Section 8, Clauses 1 - 18. (Pg. 157)
What is the "necessary & proper" clause? This clause states that Congress has powers beyond those expressed in Article 1, Section 8, Clauses 1 - 17. They are called this because they give Congress whatever powers are "necessary & proper" to carry out its other powers. (Pg. 157)
Where in the Constitution can we find a list of the powers denied to Congress? We can find these powers listed in Article 1, Section 9 of the Constitution. (Pg. 158)
