| Bicameral | having two branches, chambers, or houses, as a legislative body. |
| legislative branch | the branch of government having the power to make laws; the legislature. |
| executive branch | the branch of government charged with the execution and enforcement of laws and policies and the administration of public affairs; the executive. |
| judicial branch | the branch of government charged with the interpretation of laws and the administration of justice; the judiciary. |
| federalism | Federalism is a system based upon democratic rules and institutions in which the power to govern is shared between national and provincial/state governments |
| General Assembly | the legislature in Virginia government |
| governor | A governor is, in most cases, a public official with the power to govern the executive branch of a the state government. |
| city council | A city council is the legislative body that governs a city, town, municipality or local government area. |
| charter | a written grant by a country's legislative or sovereign power, by which an institution such as a company, college, or city is created and its rights and privileges defined. |
