Contraband any unauthorized article or any authorized article in excessive quantities
Hard contraband any item that is a violation of Florida State Statutes or poses a serious threat to the safety and security of the facility
Nuisance contraband any item which may be or has been authorized for possession at one time, but which is prohibited when excessive or altered
Frisk Search - a search of a clothed person performed by an officer in an attempt to determine if the individual is concealing contraband
Strip Search - Search conducted by having an arrested person remove or arrange some or all of his or her clothing so as to permit a visual inspection of the genitals, buttocks, anus, and/or breasts in the case of a female
Body Cavity Search a forensic internal search of the body cavities of an inmate.
Probable Cause the officer's knowledge of facts and circumstances based on reasonable trustworthy information
Reasonable Suspicion standard in which a person in the same circumstances could reasonably believe a person is engaged in crime
Conducting searches will protect the safety of personnel, inmates, and others within Department of Corrections facilities
It will also prevent the introduction of weapons and contraband into the facility
Searches will be conducted in the most discreet manner possible using officers of the same sex to search when possible
Male officers will not search a female unless there is reason to believe a weapon is present, and a female officer is not available
Female officers will search females The procedures in this directive will also apply to juvenile inmates
During searches, inmates may create distractions or incidents hoping officers will discontinue the search,
If a search is interrupted for any reason officers shall ensure that the search is completed as soon as practical
A successful frisk search must be performed in an orderly and systematic manner in accordance with training
Once the restraints are removed a more thorough search will be conducted according to training
Upon completion of the search return all personal clothing and items excluding contraband to the person
Any contraband found belonging to an individual excluding nuisance contraband will be placed in an envelope or paper bag and sealed
The determination of a relationship will be based on the circumstances and the knowledge and experience of the officer involved
In order to maintain control of use and movement of contraband by inmates, frisk searching will be performed on inmates frequently 7. When their housing cell or bunk is searched; 8. After they've been restrained when claiming they are self harm
Inmates who are high profile known to be violent, uncontrollable, and/or known to carry contraband shall be searched frequently
Inmates at the PDF will be searched in the hallways leading to the housing areas prior to allowing the inmates to return to their housing areas
A strip search of an arrestee at intake shall only be conducted when there is reasonable belief or suspicion that he may be in possession of an item of contraband
However, in certain situations as discussed below, a strip search may only be conducted based on probable cause that the arrestee is in possession of contraband and/or a weapon
The least invasive form of search should be conducted
One of the two requirements listed below must be satisfied in order to conduct a strip search Probable Cause: Reasonable Suspicion
Body cavity searches will not be conducted by Department of Corrections officers or Division of Health Services personnel
Inspection of body cavities will be conducted only when a court order is obtained or when DHS personnel determine it is medically necessary
All areas where inmates are housed or otherwise detained will be searched at regular and irregular intervals
Each Housing Security Sergeant or Officer in Charge will be responsible for conducting and/or supervising a search of housing areas and inmate activity
Watch one will only conduct random searches between the hours of 2300 and 0130 or between meal service and 0700 hours
Random searches will not be conducted between the hours of 0130 and the time meal service begins. This will allow inmates to get proper rest
Each self-harm inmate and each self-harm cell will be searched within the first hour of each shift each day
I-block cells will be searched once each each watch on Watch Two and Watch Three
Each time inmates enter or leave a housing unit Inmates at the PDF will be searched in the hallways leadingto the housing areas
The purpose of a housing search is to 1. Prevent introduction of weapons 2. Discover and suppress trafficking narcotics, hard contraband
The purpose of a housing search is to 3. Detect weapons, escape devices, or other hard contraband items; 4. Detect possible attempts or means of escape
The purpose of a housing search is to Enforce rules designated to eliminate the usual causes of inmate dissension and strife gambling, petit theft, narcotics, etc.
The preferred method for conducting a housing search is 1. Frisk search and secure the inmates outside of their living areas in a holding area; 2. Enter and scan the housing area, noting anything unusual or out of place
The preferred method for conducting a housing search is Select a starting point and search from left to right, top to bottom
If contraband is found, stop and process stop and process
The search should continue at the location in which it stopped due to the discovery of the contraband, continuing in a systematic method until complete
Items of potential value including currency will be properly documented and reported to a supervisor for disposition
