and who do not warrant single cell confinement
Open disciplinary confinement Inmates may be assigned to open disciplinary confinement at the discretion of the Disciplinary Hearing Officer
when found in violation of the Rules of Prohibited Conduct
Inmates who are charged with violent felonies are uncontrollable or who use violence when violating the Rules of Prohibited Conduct
will not be housed in open disciplinary confinement
