| Joint resolution | a proposal that has the force of law when passed |
| Concurrent resolution | a statement of position on an issue used by the House and Senate togehter |
| Resolution | expressing an opinion to either house; isnt forced by law and doesnt require Presidents signature |
| Rider | unpopular provision added to a bill so it will pass through the legislative process |
| Discharge petition | forces a bill that has been pigeonholed for consideraton |
| Subcommittee | a committee formed to address paritcular issue is divided |
| Committee of the Whole | a committee that consists of an entire legislative body |
| Quorum | least muber of memebers who must be present for a legislative body to conduct business |
| Engrossed | to print a bill in its final form |
| Tabled | Present formally for discussion or consideration at a meeting |
| Fillibuster | various tactics aimed defeating a bill ina legislative body by preventing a final vote |
| Cloture | procedure that may be used to limit or end floor debate in a legislative body |
| Veto | chief executives power to reject a bill passed by a legislature |
| Pocket veto | type of veto a chief executive may use after a legislture has adjourned |
