| Subtractabiliity (rival) | Use by one person makes less of the resource available to others |
| Non-excludable | It is difficult to prevent people from using the resource |

| Externality | A cost or benefit not reflected in prices incurred during exchange. |
| Shadow of the future | The length of time into the future that a state or other actor cares about an environmental resource |
| Nationalization | Create laws or regulations that prevent or regulate use |
| Actors | Who is affected by or affects the outcome of a transnational decision? (who affects – typically states/who is affected - advocacy groups) |

| Regimes | Interrelated sets of rules and procedures that govern actions in a particular issue-area |

| Clean development mechanism | The protocol provides a system for financing emissions-reducing or emissions-avoiding projects in developing nations |
