Appropriation Issues Issues that arise over the fair use of environmental goods that cross state boundaries
Provision Issues Issues that arise over the distribution of costs between states undertaken to maintain an environmental good
Subtractabiliity (rival) Use by one person makes less of the resource available to others
Non-excludable It is difficult to prevent people from using the resource
Open-access resource when there is no excludability, you can have...?
Externality A cost or benefit not reflected in prices incurred during exchange.
Shadow of the future The length of time into the future that a state or other actor cares about an environmental resource
Nationalization Create laws or regulations that prevent or regulate use
Actors Who is affected by or affects the outcome of a transnational decision? (who affects – typically states/who is affected - advocacy groups)
Interests What does the actor want to achieve to maximize their benefit? (actors that care about marketing themselves as green, vs not, etc)
Influence/Capabilities What provisioning or appropriation abilities does the actor have as related to the resource or phenomenon? More the interaction between actors and resources.
Power What ability does the actor have to make other actors act in ways they would not act independently? Relationship between different actors.
Regimes Interrelated sets of rules and procedures that govern actions in a particular issue-area
Emission trading Under protocol, countries may buy and sell greenhouse-gas emissions “units” and “credits”
Clean development mechanism The protocol provides a system for financing emissions-reducing or emissions-avoiding projects in developing nations
Joint implementation Within the protocol industrialized countries are granted emissions reduction units for financing projects in other developed countries a system likely to increase efficiency & reduce the globalwarming output of the transition economies of central & E Eur
