Amendment 9 provides that people's rights are not restricted to those specified in amendments 1-8
Amendment 10 reiterates the constitutions principle of federalism by providing that powers not granted to the national government are reserved to the states or to the people; powers not delegated to the us by the constitution, are reserved to the states respectively
Article 1, Section 8, commerce clause the congress shall have power... to regulate commerce with foreign nations, and among the several states, and with the indian tribes
