| Shay's Rebellion - It was led by Daniel Shays in Massachusetts. | Judges were taking away farmers' land to pay debts and jailing the farmers. It was viewed as tyranny. | James Madison | He was a Virginia planter who wanted change. He supported a strong national government. He was known as the "Father of the Constitution" because he wrote the basic plan of government that the convention followed.

| Alexander Hamilton | He was a New York lawyer. He also wanted change. He called for a meeting to be held in September of 1786. The meeting was finally held in May of 1787.

| Virginia Plan not liked by the small states | The small states did not like the Virginia Plan because these states had a small population and would not have an equal vote as the larger states would. The number of representatives would be determined by population.The Great Compromise settled this.
