Congress Takes Control

QuestionAnswer
What concerns did Northern political leaders have about the different reconstruction plans? Northerners believed Confederate states must reapply for admission to the Union. They believed Congress alone had the power, not the President.
Why did the Radical Republicans believe that President Johnson's plan for Reconstruction was too limited? They believed that many Confederates were in charge and that there were laws still in existence that limited the rights of African Americans (the Black Codes).
Southern legislatures took 3 steps that were opposed by the Radical Republicans (1) refused to ratify the 13th amendment, (2) refused to ratify the 14th amendment, (3) and used Black Codes to limit the rights of African Americans
Impeachment of President Andrew Johnson (1) The House of Representatives brought the charges against Johnson (misconduct of office), (2) he was tried before the Senate, (3) he was not removed from office
What were the main parts of the congressional plan for Reconstruction 1. South divided into 5 military districts 2. Military would rule until states fulfilled the requirements 3. States must ratify 14th & 15 amendments 4. Must repeal Black Codes 5. Voters must take the Ironclad Oath 6. Give African Amer. men right to vote
What were the differences between the constitution that was passed by the Texas legislature in 1866 and the one passed in 1869 1866--excluded people from voting & having full legal rights; secession illegal, slavery abolished. 1869--no one s/b excluded from voting because of race or color. Support public education; rights to blacks; expanded govt's power; protected public lands
Reasons many Texans disliked Gov. Davis (1) restricted activities of political opponents, (2) state police used to threaten those who opposed him, (3) gov't had to raise more money because of his increased state spending
Governor Davis's positive accomplishments Improved roads, built forts, passed new Homestead Act, set up free public schools with compulsory attendance (must attend school)
3 ways the Texas legislature limited Gov. Davis's power (1) reduced governor's power, (2) abolished the state police force, (3) limited the governor's authority to appoint officials

scalawags name given to southern whites who supported Republican reconstruction
carpetbaggers Northerners who came south during Reconstruction to gain job working for a Reconstruction government
