TermDefinition
Shays’s Rebellion A 1786–1787 uprising by Massachusetts farmers protesting taxes and debt.
Land Ordinance of 1785 A law that divided western land into townships for sale and settlement.
Levy To impose or collect a tax or fee.
Northwest Territory The region northwest of the Ohio River that became states like Ohio and Indiana.
Northwest Ordinance Law (1787) that set rules for governing western lands and admitting new states.
Articles of Confederation The first U.S. national government plan (weak central government).
Republic A government where citizens elect leaders to make decisions.
Neutral Not taking sides in a disagreement or conflict.
Ratification Official approval of a document or law.
Arsenal A place where weapons and military supplies are stored.
Confederation Congress The national governing body under the Articles of Confederation.
Tax Money required by government from people to pay for services.
Debt Money owed to others.
Settler A person who moves to and lives in a new area.
Territory A large area of land under the control of a government but not yet a state.
