internal determinants factors leading a jurisdiction to innovate are political, economic, or social characteristics internal to jurisdiction
types of policy diffusion (reasons why policy is diffused) learning, imitation, normative pressures, competition, coercion
learning when policymakers in 1 jurisdiction derives info from another about effectiveness/success
success in learning achieving policy goals and/or winning reelection; different depending on state (e.g. liberal vs conservative policies/states)
imitation gov adopts policy to "look like" another state; quicker than learning; often ideologically similar states
normative pressures policy being widely adopted by other govs bc of shared norms; more common with social policies (e.g. gay marriage)
competition gov decision abt whether to adopt policy motivated by desire of officials to achieve economic advantage or prevent others' gains
example of competition Delaware has low state taxes, makes it more attractive to live there vs NJ
coercion more powerful gov (e.g. fed) takes action that increases other gov's incentive to adopt or forces; can be fed to state etc
example of coercion gov said to states they had to increase legal drinking age to 21 by 1985 or they'd reduce funding for highways by 10%
example of policy diffusion legalizing marijuana, state by state basis and differing regulations (e.g. taxes, number of plants that can be owned)
