4.1 Government by Confederation

| Confederation Congress | The unicameral legislature under the Articles of Confederation |

| Northwest Territory | All the lands west of the original 13 colonies |
| Ordinance of 1784 | Legislations, written by Thomas Jefferson, that created 10 new states out of the Northwest Territory, banned slavery in the region, and gave land to settlers instead of selling it |
| Land Ordinance of 1785 | Land that provided for the distribution and settlement of the Northwest territory and which divided the territory into townships and lots |
| Northwest Ordinance of 1787 | Law that required the Northwest Territory to be divided into at least 3 but no more than 5 states and provided steps for a territory to become a state |
| right of deposit | The freedom to stockpile goods at a port until ships transport them overseas |
| Newburgh Conspiracy | Plan by a group of Revolutionary War army officers to force the Confederation Congress to grant back pay and pensions and possibly replace the government with a new government under a king or dictator |
| Shay's Rebellion | Uprising led by Daniel Shays in Massachusetts to prevent farmers from losing their property to foreclosures by forcing some courts to close and attempting to seize a federal armory |
