What are the qualifications for a House Representative in the General Assembly? 21 years old, U.S. citizen, Ga. citizen 2+ years, s, live in the district represented, serve 2 year terms,
What does the General Assembly do? Make laws for the state
How is the law approved? The Senate and the House have to approve a bill before sending to the governor to sign.
Who is the president of the Senate? The Lt. Governor
Who is the head of the House of Representatives? Speaker of the House
What is the committee system? small group of legislators who work together on specific laws
How does the committee system benefit Georgia's government? The General Assembly members make the lawmaking process more efficient
What is a conference committee? The conference committee meets when the Senate and House do not agree on a bill. Identical versions of the bill must be agreed on before going to the governor.
What are the steps for a bill to become law? Idea presented, name/number by Clerk of House/Secretary of State; goes to Senate or House to be read/studied by committee debated/voted on; goes to other house/Senate for read/debate/vote; if identical on both sides, bill goes to governor for signing.
What is a federal grant? when federal government gives money to state for a project
What is a sales tax? Tax on most retails goods purchased
What revenue source do most schools depend on? Property taxes are most used for education
How does the creation of jobs affect the revenue the state takes in? More jobs in state, more people to pay personal income tax
How does the state spend tax dollars? Largest percentage of GA revenue is spent on education
What qualifications are needed to be Governor? 30 + years, Ga resident at least 6 years, US citizen 15 years
What are the duties for the Governor? Director of the budget, makes appointments to an executive office, sign legislation passed by Gen Assembly
What is the purpose of State agencies? to enforce state laws
List 3 state agencies GA Dept of Transportation, Ga Dept of Education, and Ga Dept of Natural Resources.
What is the responsibility of the GA Dept of Transportation? maintains and improves state roads and highways
What is the responsibility of the Dept of Education maintains GA;'s educational system
What is the responsibility of the Dept of Natural Resources maintain state parks and manage state natural resources
What is the Judicial System? It administers justice through the many levels of the state court system, it interprets the laws
What is the role of the Judicial branch? It serves as checks and balances to make sure laws are constitutional and correctly interpreted
What does the Georgia Supreme Court determine? Determines elections that are challenged
What is the focus of the GA Court of Appeals It only reviews or goes over court decisions that are challenged
What is civil law? deals with disputes between private individuals/groups rather than crimes against society
What types of disputes are considered civil law? They often involve compensation for injury, damage or wrongdoing (damages in a car accident)
What is criminal law? These laws are created to protect society from wrongdoers
What are types of criminal law if someone breaks this type of law, the government prosecutes them and punishments include fines, jail or other penalties (ex. robbery - it harms both victim and society's sense of safety)
Can a person be charged with breaking both a civil and criminal law? Yes. Ex. drunk driver causes a car wreck; criminal - driving drunk, civil - car repares, medical bills, suffering of the injured person (compensation for payment)
What is a misdemeanor? shoplifting, traffic violation, trespassing. Other types are assault/battery, cruelty to animals.
What type of consequences are given for misdemeanors? These are less serious crimes and are usually punished with less that a year in prison and a fine
What is a bench trial? Trials that do NOT have a jury
