| Becoming a State | 1. Congress appoints a governor and judges, 2. With 5000 in population, they could write a temporary constitution, 3. With 60000 in population, they could write a state constitution that had to be approved by Congress |

| Electoral College | the group of electors chosen by the states cast ballots for the presidential candidates |
