| constitution | a written plan that provides the basic framework of a government |
| framework | a basic set of ideas used to develop a larger plan |
| ratify | to formally approve a plan or an agreement. The process of approval is called ratification |
| republic | a country governed by elected representatives |
| amendment | a minor change or addition designed to improve a text, piece of legislation |
| compromise | an agreement or a settlement of a dispute that is reached by each side making concessions. |
| Confederation | an organization which consists of a number of parties or groups united in an alliance or league. |
| delegate | a person sent or authorized to represent others, in particular an elected representative sent to a conference. |
| federalism | the federal principle or system of government. |
| ordinance | a piece of legislation enacted by a municipal authority. |
| proposal | a plan or suggestion, especially a formal or written one, put forward for consideration or discussion by others. |
| sovereign | a supreme ruler, especially a monarch. |
