caucus a closed meeting held by political party memberso r legislators for the purpose of deciding policy or selecting candidates
conference committee a committee made up of members from both houses of a legistlature. Conference committees usually meet to compromise the differences in bills passed by each house
confirmation process the process by which a legislative body holds hearings and then votes approval or disapproval of the personnel appointments made by the chief executive
constituents
delegated powers expressed powers granted to a governemnt by its constitution
inherent powers any powers that belong to any national government. Without these powers the government could not rule a sovereign nation-state. These powers include such rights as protecting the nation against invasion, regulating immigration, and gaining new territory.
elasitc clause the section of a constitution that gives the government the power to do whatever is necessary and proper to carry out its other responsibilities
enumerated powers also known as expressed powers, these are specific powers granted to Congress by ARticle I, Section 8, of the Consitution
forbidden powers those powers specifically denied to a government by its constitution
gerrymandering the practice of dividing a state into voting districts, often oddly shaped, that favor the political party in power
impeachment the legal process by which an elected official accused of wrongdoing can be removed from office
majority leader the floor manager of the majority political party in legislature. This person's job is to supervise the party's handling of legislative business.
minority leader the floor manager of the minority political party in a legislature. The minority leader's job is to supervise the party's handling of legislative business.
"necessary and proper" clause
party whips legislators who try to line up support form other members of their party for or against a particular bill
President pro tempore the member of a legislature who takes over when the presiding officer is absent or unable to serve
reapportionment the periodic redrawing of a state's electoral districts so that all districts will be reasonably equal in population
session of Congress
special committee
standing committee a permanent legislative committee that deals iwth a particular area of legislation, such as agriculture or the budget
steering committee
subcommittee

censure a formal reprimand and condemnation
