| delegated powers | expressed powers granted to a governemnt by its constitution |
| inherent powers | any powers that belong to any national government. Without these powers the government could not rule a sovereign nation-state. These powers include such rights as protecting the nation against invasion, regulating immigration, and gaining new territory. |
| elasitc clause | the section of a constitution that gives the government the power to do whatever is necessary and proper to carry out its other responsibilities |
| enumerated powers | also known as expressed powers, these are specific powers granted to Congress by ARticle I, Section 8, of the Consitution |

| gerrymandering | the practice of dividing a state into voting districts, often oddly shaped, that favor the political party in power |

| majority leader | the floor manager of the majority political party in legislature. This person's job is to supervise the party's handling of legislative business. |
| minority leader | the floor manager of the minority political party in a legislature. The minority leader's job is to supervise the party's handling of legislative business. |
