Municipality the level of local government that includes cities and towns
Utilities gas, electric, water, waste water, and garbage removal
Education public schools from Pre-K through high school and, in some cases, community colleges

Town Manager/Administrator paid employee in charge of running the town's day to day operations
City Councilors elected officials that hold meetings to vote on community issues in a city and check and balance the mayor's power by helping to make decisions
Mayor elected directly by voters and has a lot of power when it comes to supervising the city's day to day operations and appointing city officials
School Committee elected to oversee a school district and make decisions about who to hire as School Superintendent, make approvals, and set district policies

Property taxes taxes on property in a community
Grants money from the state or federal government
County Next smallest unit of government below state; contains several municipalities; but do not play a large role in Massachusetts
