Municipality | the level of local government that includes cities and towns |
Utilities | gas, electric, water, waste water, and garbage removal |
Education | public schools from Pre-K through high school and, in some cases, community colleges |
Public safety | police, fire, 911 services, emergency response, and home and building inspection |
Public works and transportation | road and bridge maintenance, public transportation, parking services, and maintenance of municipal buildings and facilities |
Health and Human Services | job training, subsidized (discounted) housing, services for the elderly, substance abuse support, health code enforcement, and water quality inspections |
Elections | elections and voter registration efforts |
Land use and management | services aimed to encourage and plan for the growth of a community, like building zoning and environmental conservation |

Charter | legal document that establishes a municipality |
Town | municipality with less than 12,000 residents (in MA) |
City | municipality (in MA) with more 12,000 residents that decides they do not want to govern themselves as a town |
Select Board/Board of Selectmen | a group of elected representatives that oversee town government |
Town Meeting | where citizens actively assist selectmen with decision making; one of the most direct forms of democracy |
Town Warrant | a legal document that serves as the town meeting agenda |
Open Town Meeting | all registered voters have an equal opportunity to weigh in |
Representative Town Meeting | voters elect town meeting members to vote on issues listed on the town warrant |
Town Manager/Administrator | paid employee in charge of running the town's day to day operations |
City Councilors | elected officials that hold meetings to vote on community issues in a city and check and balance the mayor's power by helping to make decisions |
Mayor | elected directly by voters and has a lot of power when it comes to supervising the city's day to day operations and appointing city officials |
School Committee | elected to oversee a school district and make decisions about who to hire as School Superintendent, make approvals, and set district policies |
Revenue | income from taxes |
Property taxes | taxes on property in a community |
Grants | money from the state or federal government |
County | Next smallest unit of government below state; contains several municipalities; but do not play a large role in Massachusetts |
