Under a confederated government, what has the most power? States
What was the reasoning/rationale behind the founding fathers creating a confederated government? To not be like the British government who abused their power. Reactionary Government

How many states had to agree to amend an existing law? 13/13
If the confederated government needed money how did it go about obtaining the money? Asking states for money. Did not have the power to tax.
What was the overall problem with the AOC? Central government had no power over the states.
