How a Bill Becomes a Law

sponsor a person who presents a bill or resolution to a legislature for consideration
committee group of legislators who focus on a particular topic, they work together to study and revise bills

Who can introduce a bill? Any member of the House or Senate
What name is a bill given if it starts in the House? Senate? Examples - H.R. 1 in the house, S.1 in the senate (Each bill gets a different number)
What might a committee do after reviewing a bill? Research - Hold hearings, refer to a subcommittee Make changes - “Mark it up” Do Nothing - let it die Kill it - vote no Vote it out for floor action - voting yes
What happens after a bill has been introduced to the full chamber? Additional debate Amendments may be proposed Bill is passed or defeated by members voting
What happens if a bill passes one chamber? It is referred to the other chamber
What happens if a bill passes both chambers? Goes to the president
What can the president do after receiving a bill? Sign it - the bill becomes law Veto it - the bill is rejected
What happens if the president does nothing after receiving a bill? If congress is in session, the bill will pass If congress is not in session, this is a pocket veto
What can congress do if a bill is vetoed by the president? Override the president’s veto with a ⅔ vote
