How a bill becomes a law
Question | Answer |
---|---|
Introduction | The bill is introduced in the House/Senate and assigned a number and title. |
Committee | The bill is sent to committee for study. The committee collects information, holds hearings, and suggests changes. If approved, the bill is sent to the full House/Senate |
Conference Committee | Conference committee resolves differences between the House and Senate versions of the bill. The revised bill is sent back to both houses |
President | Vetoes or signs the bill |
Creation of the law | If the president signs the bill it becomes a law, or Congress can override a veto by a two-thirds vote in both houses |
Floor | The bill is read and debated on the House/Senate floor. If approved, the bill is sent to the Senate/House |
Final approval | The House and Senate vote on final passage. The approved bill is sent to the President |
If the bill goes through the House it gets sent to the Senate after it is approved. Vice versa |
