What are enumerated powers? Powers of Congress that are specifically listed in the constitution
Examples of enumerated powers. power to tax and spend, Power to coin money, Power to declare war, Power to raise and support armies, Power to regulate interstate trade, Power to regulate immigration, Power to regulate naturalization
Examples of how Congress checks the other branches. Power to impeach the president, vice president and federal officers, Power to approve appointments, Power to ratify treaties
What are implied powers? Powers that are not specifically listed in the constitution
What is the elastic clause? Gives Congress the power to laws that are necessary and proper
What are two examples of limits on Congress? The president can veto a bill passed by congress, Congress is prohibited from passing ex post facto laws or suspending writ of habeas corpus
Who is the speaker of the house? Member of the majority party and chair of the House
Who is the president of the Senate? Vice President
Who is the president pro tempore? Presides over the senate when the Vice President is absent
What is a standing committee? A permanent committee in Congress that deals with all bills on a particular subject
What is a special committee? Committee created for a specific and temporary purpose
What is a conference committee? Members of both houses form a conference committee to eliminate differences between the versions of a bill passed in each house
What are the 7 steps of how a bill becomes a law? A member of Congress introduces a bill, The chairperson of the committee decides if it will consider the bill or if it will be left to die, Bill is debated and voted on in one house, Bill is debated and voted on in the other house, Bill goes to conference
What are three options the president has after receiving a bill passed by congress? President can sign it making it a law, President can veto or reject the bill, President can do nothing
