Amending the constitution

TermDefinition
Basis for Changes •Article 5 of the Constitution provides a way to amend the Constitution •Article 7 sets up the ratification of these amendments •This allows the Constitution to change with the times to keep it current
Two methods Congressional vote •An amendment can be proposed by the Congress if two-thirds of the members of both the House of Representatives (292 votes) and the Senate (67 votes) vote in favor of it •It starts as a bill and works its way through Congress
Two methods Constitutional Convention •Two-thirds of the legislatures of the states (34 states) can call for a constitutional convention for the purposes of proposing amendments to the Constitution
Ratification State Legislatures •An amendment can be ratified if three-fourths of the legislatures of the states (38 States) vote in support of it
Ratification State Conventions •Congress can direct the states to establish special ratifying conventions to consider proposed amendments. •If three-fourths of these conventions approve the amendment, it is ratified and becomes part of the Constitution
Amendments Number of amendments •There are 27 Amendments to the Constitution •They tend to occur in bunches
Bill of Rights •First 10 amendments to the Constitution •Sets up individual rights •Promised during the ratification of the original Constitution
