Policy/ Plan Dev: Policy Impact Analysis, AICP Nov 2022 Test

TermDefinition
Policy Impact Analysis Focuses on the development of env, social or economic policies.
Assessment analyzes the intended and unintended consequences of policies, plans, programs and projects
Evaluation examines a pan project or program against a set of criteria, usually to establish org accountability.
Fiscal Impact Analysis Est the impact of a dev or land use change or a plan on the costs and revenues of gvmt units serving dev:
Fiscal Impact Analysis Factors 1. city's property tax rate, 2. avg cost of educating a child at school system, 3. avg cost per square foot of constructing building
Economic Impact Analysis analysis on cash flow to the private sector as a measure of income, jobs, output, indirect impacts, etc.
Cost-benefit analysis quantity comparison on costs and benefits in monetary or numerical terms.
National Environmental Policy Act of 1969 (NEPA) Requires an Environmental Assessment to determine if there is a "significantly affecting the quality of life of the human environment."
Environmental Impact Statement (EIS) If there is a significant env impact, this is req in for sections: 1. Intro (statement of purpose and need), 2. Description of Affected Env, 3. Range of Alternatives, 4. Analysis of env impacts of each alternative
Environmental Impact Statement (EIS) Topics 1. probable impact of proposed action 2. adverse env effects that cannot be avoided 3. alternatives to proposed action 4. relationship btw location short term use and maintenance of long term 5. irreversible or irretrievable commitment
Law of Large Numbers Theory the average of the results obtained from a large number of samples should be close to the expected value and will come closer as more samples are taken.
