Functional Plan Knowledge: Comprehensive Plan, AICP Nov 2022 Test

"Chicago Plan of 1909" Developed by Daniel Burnham. 1st regional plan in US. Focused on ideas from City Beautiful such as waterfront development, parks, and civic center spaces. Criticized for not addressing housing, poverty, and transportation.
"Cincinnati Plan," 1925 Developed by Alfred Bettman and Ladislas Segoe.1st major city to endorse a comprehensive plan. Focused on infrastructure projects and called for planning to be controlled by a citizen city planning commission.
"Regional Plan for New York and Environs," 1922 to 1929 Developed by Clarence Stein and Lewis Mumford. Plan focused on suburban development, highway construction and suburban recreational facilities.
Comprehensive Plan Creation was Limited 1929 to 1954 During depression limited plans of this type were created but were created for greenbelt towns through the 1935 Resettlement Administration. Following World War II, rapid development of suburbs led to an increase followed by US Housing Act of 1954.
US Housing Act of 1954 Largest impetus for comprehensive planning due to requirement for cities to development comprehensive plans and provide federal funding for planning under section 701. Problem is 701 rules had plans created without truly trying to make a quality plan.
Comprehensive Plans Shift to Social Focus 1970s to 1980s During this time period, this plan type added equity, neighborhood preservation, affordable housing, environmental protection and historic preservation.
States into Comprehensive Plans 1970 and 1985 Oregon and Minnesota passed laws that required this type of plan Florida passed law that required communities to develop comprehensive plans.
