What was Hamilton's biggest challenge as secretary of treasury? Paying off national debt
Why did some bondholders (investors) sell their bonds to speculators? They began to doubt that the government would repay them.
Describe Hamilton's two part plan to pay off the nation's debt. To pay the foreign debt as soon as possible and gradually repay full value of all bonds.
Why did Jefferson disagree with this plan? Jefferson thought speculators cheated the original bondholders who had sold their bonds at low prices out of necessity.
With whom did congress agree regarding how to pay off national debt, Jefferson or Hamilton? Hamilton.
What was debt assumption? The federal govt would take on the debt of the state.
Why did Hamilton promote debt assumption? Because states would be loyal.
How was the country divided over the issue of debt ssumption? Northern officials wanted debt assumption by the federal govt. Southern officials wanted a new national capitol.
How was the controversial issue of debt assumption settled? The compormised. They moved the capitol to Washington, DC and south would support debt assumption.
How did Hamilton and Jefferson feel about the federal govt? Hamilton wanted a strong central govt and Jefferson wanted to protect state rights.
What opinions did these men hold towards manufacturing and agriculture? Hamilton wanted to promote growth of manufacturing and commerce. Jefferson worried about depending too much on business and manufacturing. He was more interested in the average man.
Why did Hamilton want to establish a national bank? To provide a safe place to deposit govt funds and would serve as a reliable source of loans for the govt and business.
What else did Hamilton propose? National mint & hand out new money.
What was Jefferson and Madison's reaction towards a national bank? Both questioned whether the US Constitution gave congress the power to start a national bank
Who believed in loose construction? Hamilton
Who believed in strict construction? Jefferson
What was the effect on the US economy after congress granted a 20 year charter for the Bank of the United States? Improved the US economy.
