Making Foreign Policy

What is meant by foreign policy? A nation's plan for dealing with other nations.
What is the primary goal of American foreign policy? National security
What is national security? The ability to keep the country safe from attack or harm.
Name three other important goals of U.S. foreign policy. 1. International trade 2. Promoting world peace 3. Promoting democracy around the world
What is a bureaucracy? The organizational structure, procedures, protocols and regulations used to manage large organizations and government.
Name four components of the U.S. foreign policy bureaucracy. 1. State Department 2. Defense Department 3. Central Intelligence Agency 4. National Security Council
Why is there sometimes conflict between the president and Congress concerning U.S. foreign policy? Because thought the president is chief diplomat & commander in chief, Congress has the power to declare war, to prohibit certain military actions, & to spend - or withhold - money for defense.
Name five tools or methods used to carry out foreign policy. 1. Treaties & Executive Agreements 2. Appointing Ambassadors 3. Foreign Aid 4. International Trade 5. Military Force
What is a treaty? A formal agreement between two or more countries.
What is one of the most important defense treaties the U.S. has agreed to? NATO - North Atlantic Treaty Organization
The Senate must approve a treaty by what margin? 2/3 vote
The president can bypass the Senate's approval of a treaty by doing what? By making an executive agreement - an agreement between the president and the leader of another country.
What is an ambassador? An official representative of a country's government.
How does someone become a U.S. ambassador? The president appoints the ambassador, then the Senate votes on approval.
Are ambassadors sent to every country in the world? No. The U.S. sends ambassadors only to countries where it recognizes the legal existence of the goverment.
What is foreign aid? 1. Money 2. Food 3. Military Assistance 4. Supplies
What was the Marshall Plan? One of the greatest examples of U.S. foreign aid. The Marshall Plan was a program created to help restore Western Europe after World War II.
What is a trade sanction? A way to punish a country by imposing trade barriers.
What is an embargo? An agreement among a group of nations that prohibits them from trading with a target nation.
What is a tariff? A tax on imported goods.
Name two international trade groups of which the U.S. is a member. 1. NAFTA - North American Free Trade Agreement 2. WTO - World Trade Organization
How did President George W. Bush use military force as a tool of foreign policy? In order to remove Iraq's dictator, he ordered American armed forces to invade Iraq in 2003.
