Texas Constitution, Federalism, and Local Government

QuestionAnswer
Republic of Texas Argues that Texas is not really part of the USA because they skipped a part of the "becoming a state" process. Became separate from Mexico and created its own constitution. It was eventually annexed to the U.S.
Intergovernmental Relations Alternative to the idea of federalism. Its not about how the constitution distributes power, its about who is in power and what is going on. (Dem or Rep)
Unitary System A system where there is only one level of government and National is all-powerful over regional and local governments. Sub-units only do administration. This kind of system is found in Great Britian and is a confederation.
Authority Created by local governments to provide a wide range of services to their citizens for a profit-making enterprise. Examples:toll roads, and stadiums. Shadow governments because they are outside of direct control. Corruption due to no oversight.
Mandate It is a direct order from a higher to a lower level of Govt. The National government has a hold on state governments causing finanacial and administrative problems. Most mandates are problematic because they don't come with money.
Federalism System of government in our constitution with a strong national government with distinct sub-unit(state) governments with their own areas of power.
Devolution Opposite of Federalism: surrender of powers to local authorities by a central government. This is preferred by conservatives. Devolution Revolution occured during the presidency of Nixon.
Historical Federalism How events in history have altered the distribution of power between National, State, and Local government.
Regulatory Federalism How the use of mandates have altered the distribution of power between National, State, and Local Government. Mandates have increased the power of National govt. and strained the resources of state and local govt.
Judicial Federalism How actions of U.S. Supreme Court using its power of judicial review and applying appropriate constituional clauses has altered distribution of power btw nat state and local govt. National Govt. gets more power.
COGs Council of Governments is a voluntary association of local govt. that come together to try to remedy a problem. The reasion to form one is to try to apply for a grant.
