ROLE COMMON PEOPLE HAD IN EACH GOVERNMENT COMMON PEOPLE HAD NO ROLE IN GOVT. UNDER OLIGARCHY OR TYRANNY, BUT WERE VERY ACTIVE IN A DEMOCRACY.
