Establishing a New Government

| Articles of Confederation | First attempt at a Constitution. It failed because it gave too much power to the states. |
| Northwest Ordinance | Governed the Northwest Territory and created a procedure to admit new states |
| Critical Period | 1781-1787 Period of time when the new nation faced several problems under the Articles of Confederation. States taxed goods from other states and printed their own money making trade difficult. |
| Shays' Rebellion | Massachusetts farmers rebelled against the government foreclosing their farms and requiring taxes while the farmers were away at war. |
| Constitutional Convention | Met in 1787 in Philadelphia when they threw out the Articles and agreed to draft a brand new constitution. |
| Great Compromise | Established two houses: states were equal in the Senate; the House of Representatives was based on population. |
| Three-fifths Compromise | 3 out of every 5 slaves would count for both representation and taxation. |
| Commerce Compromise | delegates agreed to prohibit all taxes on exports and only imported goods could be taxed. |
| Republicanism | a democratic government chosen by the people |
| Federalism | power is shared between the National and State governments. |
| Checks and Balances | to prevent any one branch of government becoming too powerful, the Constitution gave each branch several ways to stop or check the other branches |
| Popular Sovereignty | people hold supreme power because of the right to vote |
| Limited Government | our national government has no powers other than those specifically granted to it in the Constitution. |
