Key Terminology and Definitions

TermDefinition
Democracy Government of the people, by the people, for the people
Constitution A book that defines our system of government and outlines our rights as citizens
President The first citizen of the state who holds office for 7 years
Aras an Uachtarain The home of the President in the Phoenix Park
Michael D Higgins Current President of Ireland
The Seanad One of the houses of the Irish Parliament- it can delay bills from coming into law.
The Dáil The first house of parliament in Ireland made up 166 TDs
TD Teachta Dala, representatives elected by all over 18 in the country. They help pass laws
Constituency A voting area which 3, 4 or 5 represent locally.
Taoiseach The leader of the largest party in the dail. The leader of the government.
Tanaiste Next in line to the Taoiseach. Fills in for Taoiseach when he is absent.
Enda Kenny Current Taoiseach
Eamon Gilmore Current Tánaiste
Coalition A government made up of more that one political party
General election A vote to decide who will be the next party in government
The Electorate All the people over the age of 18 who are entitled to vote.
Attorney General Member of Cabinet. Advises the Government on Legal Issues.
Chief Whip Decides the order of business (agenda) for the Dáil. Makes sure the Dáil get through all its work.
Ceann Comhairle The chairperson of the Dáil. Keeps order.
Department of Education and Skills Responsible for Education in Ireland. Funds schools and pays teachers. Current Minister Ruairí Quinn.
Department of Finance Looks after the finances of the country. Sets tax rates. Draws up a budget. Current Minister: Michael Noonan
Department of Health and Children In charge of health policies. Pay doctors and nurses. Promotes healthy living. Immunisation campaigns. Works with the HSE. Current Minister: James Reilly
Referendum A special election to make changes to the constitution. EG: Abolition of Seanád Eireann.
