QuestionAnswer
Getting the committee to quiet down and begin The house has come to order/ Will the house please come to order?
Asking a delegate to read a resolution The chair calls upon (the submitter) to read the resolution to the house.
Asking if another delegate agrees, usually to confirm the need for a vote Is there a second?
Setting up closed debate. The chair fixes a debate time of __ minutes for and __(the same) minutes against the motion.
Letting the delegate speak. The delegate of ____ has the floor.
Not letting the delegate be interrupted. All points are out of order until the speaker has concluded his/ her speech.
Asking if the speaker wants to answer questions. Will the speaker entertain points of information?
Giving attention to a delegates raised placard. The chair recognized the delegate of ____. To what point do you rise?
Letting a delegate ask a question. Please rise and state your point of information.
If a delegate does not make a POI into a question. Will you please state your point in the form of a question?
If the speaker asks the chair to ask the delegate to repeat the question. The speaker appears not to have heard/ understood your question. would you please repeat/ rephrase your question.
Ask for more questions from the committee. Are there any further points (of information) on the floor at this time?
The question is (not) understood. The point is (not) well taken.
The speech is running over time. Delegate please make your concluding remarks.
The speaker has not given the floor to another speaker or chair when finished speaking. Will the speaker please yield the floor?
Closed debate is over Debate time for/ against the resolution has expired
when moving to a vote The debt is now closed. We will move into voting procedure at this time.
