| Getting the committee to quiet down and begin | The house has come to order/ Will the house please come to order? |
| Asking a delegate to read a resolution | The chair calls upon (the submitter) to read the resolution to the house. |
| Asking if another delegate agrees, usually to confirm the need for a vote | Is there a second? |
| Setting up closed debate. | The chair fixes a debate time of __ minutes for and __(the same) minutes against the motion. |
| Letting the delegate speak. | The delegate of ____ has the floor. |
