provide for the common defense protect the country from outside attacks. have an army, navy, air force, marines. keep military bases in other countries.
ensure domestic tranquility make sure there is peace and safety inside our country. national guard, police, and others protect people.
promote the general welfare our tax money goes to programs that help people get education, health, and other benefits.
form a more perfect union help the country cooperate together. instead of states being like separate countries, we are united.
establish justice have a system of courts and judges that make fair decisions and help decide disagreements between the states.
blessings of liberty freedom comes from having personal rights, but also voting for representatives.
New Jersey Plan number of representatives in Congress should be the same for everyone
Virginia Plan number of representatives in Congress should be based on population
Great Compromise Congress should have 2 houses- the number of representatives in one house should be based on population, the number of representatives in the other house should be equal for every state.
Constitutional Convention representatives gathered from each state to amend the Articles of Confederation. They met in Philadelphia and James Madison was very important in helping to write the constitution.
Articles of Confederation plan of government that did not work. states had too much power, and the federal government had little power. they couldn't even tax!
anarchy no government control
republic government in which representatives speak for the people
monarchy government controlled by a king or queen
federalists wanted a strong national government. they liked the constitution
anti-federalists wanted the states to have more power. asked for a Bill of Rights on paper to protect freedom.
Shay's Rebellion violent riots that made leaders think it might be time to change the Articles of Confederation.

riot a group of people who become violent, start fighting.
