TermDefinition
Speaker of the house the presiding officer of the chamber.
President pro tempore the second-highest-ranking official of the United States Senate.
Party caucus a meeting of supporters or members of a political party or movement for the purpose of discussing and, ideally, agreeing on a course of action.
Whip Assistant floor leaders.
Committee chair a type of small deliberative assembly that is usually intended to remain subordinate to another
Seniority rule a rule in the U.S. Congress by which members have their choice of committee assignments in order of rank based solely on length of service
Standing committee a permanent committee especially of a legislative body.
Select committee a legislative committee appointed to inquire into or to consider a particular matter or bill
Joint committee a committee appointed by both houses of a legislature usu. for the purpose of considering joint action or resolving differences between the houses — compare conference
Conference committee A temporary joint body.
Bill a public or private bill prepared, introduced, and sponsored in the legislature by a member of the government
Joint & concurrent resolution a resolution passed by both the House of Representatives and the Senate but is not presented to the President and does not have the force of law.
Rider A provision not likely to pass on its own merit that is attached to an important measure certain to pass.
Discharge petition A procedure enabling members to force a bill that has been pigeonholed in committee oneto the floor for consideration
Quorum Least number of members who must present for a legislative body to conduct business; majority
Fflibuster Various tactics(usually long speeches) aimed at defeating a bill in legislative body by preventing a final vote; associated with the U.S. Senate
Cloture Procedure that may be used to Limit or end floor debate in a legislative body
Veto Chief executive's power to reject a bill passed by legislature
Pocket veto Type of veto a chief executive may use after a legislature has adjourned; when the chief executive does not sign or reject a bill within the time allowed to do so
