A New Form of Government

abolish Do away with slavery.
amendments Changes to the Constitution.
Articles of Confederation (1781) First written Constitution of the United States, which emphasized the powers of the states.
Bill of Rights First ten amendments to the Constitution that guarantee the rights of the individual. Also, a document written by the English Parliament in 1689 that gave certain rights to the king’s subjects.
compromise To reach an agreement to solve a problem that benefits both sides.
Constitutional Convention Meeting of 59 delegates in Philadelphia in May 1787 to debate whether to keep or revise the Articles of Confederation.
delegates People selected or elected to represent the wishes of others at a meeting or convention.
executive Carries out laws passed by Congress. Headed by the president.
faction A group of people who form a political group, such as a political party.
federalism System of government where the national government and the states share power.
judiciary The branch of government that interprets the law; the court system.
ratify To approve and sanction formally. A majority of a state’s votes for an amendment, making it an article of their state constitution or the United States Constitution.
Three-Fifths Compromise An agreement reached by delegates to the Constitutional Convention in which enslaved African Americans would be counted as three fifths of an individual for purposes of population.
veto To reject a bill passed by Congress.
